For profile pictures or "avatars" as they are called here go to User Control Panel (bottom left corner of pic above), then click "Profile" in top tabs and go to "edit avatar" in side tabs .... avatars have to be 90x90 pixels maximum ... well theres a minimum too, but with 4x4 pixels its so tiny no one ever would use anything that small.
